Apsolon (ex Sense Consulting) is a Croatian business consulting company headquartered in Zagreb. They specialize in financial investment consulting, public sector consulting and consulting in the area of EU and national funding. Since 2008, Netgen is engaged as Apsolon's technical partner in several regulatory reform projects.

Apsolon took part in several regulatory reform projects under the e-Guillotine™ brand. The purpose of the projects was to help governments execute reforms in order to cut down the regulatory burden on businesses and citizens. 

Netgen was engaged as a technology partner in 8 countries, starting in Egypt in 2008. The goal was to build a web application with one simple interface for dossier management used by regulatory reform task force and other public sector stakeholders and a public interface for informing and engaging citizens and businesses. We've been improving the application as it was expanding to new countries such as Armenia, Kyrgyzstan and Thailand.
